Regular Board meetings shall be adjourned by 10:30 p.m. unless extended to a specific time determined by a majority of the Board. The meeting shall be extended no more than once and subsequently may be adjourned to a later date. (Board Bylaw 9323)

1. Recognition of Student Board Members for the 2014-2015 School Year     
  The Board of Trustees will recognize Student Board Members Caleb Druckhammer (Rio Linda High), Breana Engram (Grant High), Luis Leyva (Creative Connections Arts Academy), and Geneva Speakman (Rio Linda High) for service rendered as Student Board Members during the 2014-2015 school year. 2. Recognition of Resident Artists     
  Beginning the 2011-2012 school year, the VAPA Department, as part of Twin River’s partnership with the Friends of the Sacramento Metropolitan Arts Commission and the DRIVE 4 Arts grant Artist Residents have been partnered with teachers. The goal of their collaboration was to develop curriculum that would enhance learning objectives for the students and advance student engagement. In November, 2014, eight Any Given Child Resident Artists were partnered with twelve TRUSD elementary teachers, 2nd – 6th grades from eight sites. The Resident Artists represented the arts in either music, theatre, visual arts, literary arts or dance. 3. Recognition of Alphabet City     
  Beginning the 2013-2014 school year, the VAPA Department has partnered with Maria Dickerson, A Day in the Life Project and Milton “510” Bowens, Fine Artist to work with students in creative engagement through the arts of photography and collage. This year there were five teachers, three school sites, grades 4th through 6th, whose students created three works: A Matisse inspired collage that reflects something the students enjoy or something that reflects their community. During a walking field trip, students had to identify things within the community, bring it back into the classroom, and create a word or phrase from something they saw and captured with their cameras. This was a collaborative project between Milton 510 Bowens and Maria Dickerson, A Day In The Life Project. The photographs captured their neighborhood. The unit will be displayed at the TRUSD District Office June to August, 2015 and culminated with an Art Show on June 6, 2015.

4. Recognition - Milton 510 "DO ARTS" Award     
  The “DO ARTS” award was created to honor a community artist who goes above and beyond as an artist in service to our communities and schools. The artist utilizes their extraordinary knowledge and abilities in their art form to successfully engage and inspire students and integrates multiple subject areas into students’ daily lives. “DO ARTS” represents an Artist that is Developing world-class innovative creative advocate beings. We are pleased to present this award of recognition to Maria Dickerson, A Day In The Life Project, as the role model and second recipient of this award.

  Board Members may be paid for any meeting when absent if the Board by resolution, duly adopted and included in its minutes, finds that at the time of the meeting he or she was performing services outside the meeting for the school district or districts, he or she was ill or on jury duty, or the absence was due to a hardship deemed acceptable by the Board [Ed Code §35120(c)]. Resolution No. 507 states that Board Member Michael Baker was absent from the June 10, 2015, special Board meeting due board business. 7. APPROVE Consolidated Application Reporting System (CARS) Application      (V)  (C)  
  The Consolidated Application Reporting System (CARS) is the system used by the California Department of Education to distribute and monitor state and federal funds to county offices, school districts, and direct-funded charter schools throughout California. Each year, Twin Rivers Unified School District submits the CARS application to document our participation in programs and to provide assurances that the district will comply with legal requirements of each program. The CARS will be presented to the Board of Trustees for review and approval at the June 16, 2015, board meeting. 8. ADOPT Resolution No. 504 to Approve Contract between Twin Rivers Unified School District and SETA for 2015-16      (V)  (C)  
  It is recommended that the Board of Trustees adopt Resolution No. 504 - to Approve the agreement contract between Twin Rivers Unified School District and SETA, Sacramento Employment and Training Agency, and to authorize designated personnel to sign contract documents for Fiscal Year 2015-16. 9. ADOPT Resolution No. 509 to Approve Contracts between TRUSD and CDE, Early Education Support Division for 2015-16      (V)  (C)  
  The adoption of Resolution No. 509 is needed to enter into a contract agreement with California Department of Education, Early Education Support Division, and to authorize designated personnel to sign contract documents and communicate regarding the contract for Fiscal Year 2015-16. The contacts are: Contract number CCTR5193, General Child Care & Dev. Programs; Contract number CSPP5377, California State Preschool Program; and Contract number CPKS5075, Prekindergarten and Family Literacy Program. Collectively, these contracts allocate state funds to the Early Childhood Education program in the amount of $3,681,242.00. 10. APPROVE Head Start Policy Committee Meeting Minutes, Bylaws, and Revised Grant for May 21, 2015      (V)  (C)  
  The attached Head Start information has been compiled by the Early Childhood Education/Child Development department for Board approval. This information includes a revised grant, increasing Head Start spaces for the 2015/16 school year from 200 to 233. It is recommended that the Board of Trustees approves the Head Start Policy Committee Meeting Minutes, Bylaws, and Revised Grant for the May 21, 2015 Meeting. 11. APPROVE 2015-2016 Designation of CIF Representatives to League      (V)  (C)  
  Education Code gives authority to high school governing boards for high school athletics. After joining the CIF, Boards are required to designate representatives to the CIF League. This designation is a necessity (Ed Code 33353(a)(1). These representatives of boards are the only people who will vote on issues, at the league and section level, that impact athletics. If a governing board does not take appropriate action to designate representatives or this information is not given to Section offices within the required time frame by June 24, 2015, CIF is required to suspend voting privileges for the affected schools. 14. APPROVE 2015/2016 Student Meal Price Increases      (V)  (C)  
  School districts are required to increase the cost of their paid lunch prices if the average weighted revenue per lunch is below the federal reimbursement rate, which is adjusted for inflation every year. Included in the board packet is a schedule of the proposed 2015/2016 meal prices and how they will compare to other school districts in the Sacramento region. 15. APPROVE Review of Williams Quarterly Report - January 2015 to March 2015         (V)  (C)  
  In compliance with Education Code 35186(d), the District is required to report to the Board of Trustees any complaints and subsequent resolutions regarding sufficiency of instructional materials, facilities and/or teacher vacancy/assignments. During the third quarter, January 1, 2015 to March 31, 2015, there was one complaint filed. The third quarter Williams Report is attached for the Board's review. (PLEASE COMPLETE SPEAKER CARD) Individuals who wish to address the Board on topics within the Board’s subject matter jurisdiction, but not listed on this agenda may do so at this time. While all time limitations are at the discretion of the Board, generally members of the public will be limited to a maximum of two (2) minutes per speaker for a total of thirty (30) minutes of public comment as designated on this agenda. Any individual who has not had an opportunity to address the Board during this initial thirty (30) minute period may do so at the end of the meeting after the Board has addressed all remaining items on this agenda. The public hearing shall be posted 72 hours before the meeting and be held at the same meeting that the Board holds a public hearing on the budget to be adopted pursuant to California Education Code 42127. 5. PUBLIC HEARING – Twin Rivers United Educators (TRUE) and Twin Rivers Unified School District 2015-2016 Contract Proposal Reopeners      (D)  
  Twin Rivers United Educators (TRUE) and the District intend to reopen and negotiate specific articles of the contract including salary and health benefits. This item on the Board meeting agenda is the public hearing to provide citizens an opportunity to speak to the Board about the matters that are in the TRUE and District Contract Reopener Proposal. Copies of the proposal were distributed to school sites for posting to staff members and interested parties, such as libraries and community centers.   The Twin Rivers Unified School District (TRUSD) School Board is committed to maximizing student academic performance and physical well-being in a healthy and safe environment. The Superintendent or designee may distribute information to parents/guardians of students regarding symptoms, screening, accurate diagnosis, proper treatment and follow up of head lice infestation. The Superintendent or designee also provides related information to school staff and encourage early detection and treatment in a manner that minimizes disruption to the educational program and reduces student absences.
